Elements and Performance Criteria

1. Plan and prepare for quarry development

1.1 Access, interpret and apply quarry development documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues and implement control measures

1.4 Identify, interpret and clarify relevant marketing information and apply site development parameters

1.5 Document development parameters

2. Identify and secure development site

2.1 Identify sites with the potential of meeting the required parameters for the quarry development

2.2 Identify and interpret the titles and zoning on potential development sites

2.3 Obtain permission required for the investigation of potential quarry development sites

2.4 Organise and manage the investigation of potential development sites

2.5 Determine the most suitable quarry site based on the outcomes of the investigations and the development parameters and cost of acquisition, development and operation of the site

2.6 Obtain required organisational approvals and secure the development site

3. Prepare site development plan

3.1 Involve internal and external stakeholders in the planning process, and gain their support for the outcomes

3.2 Identify and document the options for the end use of the site

3.3 Organise and manage community consultation on the proposed site development

3.4 Organise and manage the design and documentation of the preliminary plan of the pit development based on the geological, hydrological and survey data and relevant legislative and organisation requirements and procedures

3.5 Organise and manage the design and documentation of the preliminary plan of the processing plant to meet the site development parameters and based on the geological, hydrological and survey data and relevant legislative and organisation requirements and procedures

3.6 Organise and manage the design and documentation of the preliminary site access and infrastructure to meet the site development parameters and based on the geological and survey data and relevant legislative and organisation requirements and procedures

3.7 Organise and manage the assessment and documentation of the environmental impact of the proposed site development

3.8 Determine and document resource implications of the site development plan

4. Obtain site development consent

4.1 Organise and manage the preparation of the development application and the required accompanying documentation

4.2 Identify and provide support required for the site development application

4.3 Communicate the progress and outcomes of the development application to relevant stakeholders

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

  • locates and applies relevant legislation, documentation, policies and procedures
  • implements procedures and techniques for the safe, effective and efficient completion of the establishing quarry development including:
  • accessing, interpreting and applying legislative, organisation and site requirements and procedures
  • accessing, interpreting and applying geological data
  • accessing, interpreting and applying hydrological data
  • accessing, interpreting and applying survey data
  • accessing, interpreting and applying marketing data
  • providing team leadership
  • selection of development strategies
  • selection of plant and equipment
  • applying development plans development and initiation procedures
  • works effectively with others to undertake and complete the establishing of a quarry development including:
  • managing people and processes
  • resolving conflict
  • coordinating human, financial and physical resources
  • developing, initiating and administering work plans
  • engaging internal and external stakeholders
  • demonstrates completion of the establishment of a quarry development that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
  • identifying the relevant information and scope of the work
  • identifying the full range of specification requirements
  • identifying all aspects and impacts of quarry development
  • preparing a preliminary site development plan using geological, hydrological and survey data
  • assessing options arising from the investigation of potential development sites
  • preparing the site development plan

Knowledge Evidence

The candidate must demonstrate knowledge in establishing a quarry development through:

  • legislative, organisation and site requirements and procedures for;
  • environmental management

  • planning and strategic management
  • human resource management
  • risk management
  • work, health and safety
  • statutory/legal controls
  • project management
  • recording and reporting systems
  • work monitoring methods
  • site development parameters
  • site development options and procedures
  • consultative and coaching techniques
  • operational techniques required for execution of the plan
  • plant and equipment capabilities and limitations
  • work planning techniques

Assessment Conditions

  • An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
  • this unit must be assessed in the context of this sector’s work environment; and,
  • this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
  • assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
  • assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
  • assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
  • where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
  • assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

    *Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
